Azad Pattan Power Private Limited (the “Company” or “APPL”) is the owner and developer of the 700.7 MW Azad Pattan hydroelectric power generating complex (the “Project” or “Azad Pattan HPP”) on River Jhelum located in district Sudhnoti, Azad Jammu and Kashmir (“AJ&K”).

The Project is being developed under the Government of Pakistan Policy for Power Generation Projects 2002 on Build-Own-Operate-Transfer (BOOT) basis, whereby the Project would be transferred to the Government, free of cost, at the end of a 30-year concession term.

The Azad Pattan HPP, part of China Pakistan Economic Corridor (“CPEC”), is one of the cascade hydropower projects planned by the Government of Pakistan on River Jhelum comprising (from upstream to downstream) Chakoti Hattian, Kohala, Mahl, Azad Pattan and Karot. Once commissioned, the Project will generate about 3.265 billion kWh of clean energy every year.

The Letter of Support (LOS) issued by Private Power Infrastructure Board (PPIB), allowing the Company to move towards financial closing and construction start has a current validity to achieve financial closing on or before 31 December 2024. With a sixty-nine (69) month construction period, the Project will commence commercial operations towards the end of 2030 when it starts pumping green renewable energy into the national grid.

News & Events

• A Ceremony held on 10 Feb 2021 in the presence of Commissioner and DIG Poonch Division Rawalakot, concerned DC & AC and the Company officials to distribute cheques among the affected land-owners’ of AJ&K side.

• Awards for Private land of AJ&K located in tehsil Mang, tehsil Thorar and tehsil Dhirkot was issued on 19 January, 10 February and 4 March 2021 respectively.

• AJK Implementation Agreement, AJK Water Use Agreement and Land Agreement u/s 41 executed on 01 December 2020 in the presence of the Honorable Prime Minister of AJ&K.

• GOP Implementation Agreement, Power Purchase Agreement and GoPunjab Water Use Agreement executed at a ceremony held on 06 July 2020, in the presence of the Honorable Prime Minister of Pakistan.

• EPC Stage Tariff determined by NEPRA on 17 May 2018 as amended through review determination dated 11 October 2018.

• Environmental Approvals secured from relevant Environmental Protection Agencies in March 2018.

• Panel of Experts (POE) constituted by PPIB approved the optimized design of the Project with installed capacity of 700.7 MW on 6 December 2017.

• The Grid Interconnection Study for the Project was approved by NTDC on 10 November 2017.

• EPC Contracts with JV of China Gezhouba Group Company Limited and China Gezhouba Group International Engineering Co. Limited was signed on 11 June 2017.

• LOS issued on 30th June 2016 by Private Power Infrastructure Board(PPIB).

• Following an International Competitive Bidding (ICB) process, the JV of China Gezhouba Group Company Limited and China Gezhouba Group International Engineering Co. Ltd were selected as EPC Contractors. EPC contracts were signed on 11June 2017.

• Panel of Experts (POE) constituted by PPIB approved the optimized design of the Project with design discharge of 1260 m3/s, estimated annual energy of 3265GWh and installed capacity of 700.7MW on in a meeting held on 6 December 2017.

• Public Hearing for the EPC stage Tariff held on 11th January 2018 at NEPRA, Islamabad.

• A public hearing was conducted by AJK-EPA on March 5, 2018 in Govt. Girls Primary School, Islam Nagar. The Project affectees, concerned line departments, district administration and relevant stakeholders were invited to attend. During the hearing the Company presented the Key parameters and design aspects of the Project. The EPA records the concerns, questions and comments of the stakeholders. At the End, the Director General of the EPA assured the relevant stakeholders that all of their queries and concerns are duly noted and will be addressed in light of the prevailing laws.
